A great place to start for the beginning web page designer. Lists a couple of useful "Top Ten Lists"
Yale Style Manual
An academic presentation on web site design authored by Patrick J. Lynch & Sarah Horton
Guide to Web Style
Another thorough style guide written by Rick Levine at Sun Microsystems
Hypertext Theory as if the WWWeb Matters
Scathing but useful critique of Web design. This person doesn't care much for the above two "academic" style guides. It does include a potentially useful HyperTerrorist Checklist of WWWeb Design Errors and The Ten Commandments of Good WWWeb Design.

Yet another list, take it for what it's worth.

HTML 3.2 Specification
This is the standard approved by the W3C members on January 14, 1997 and replaces the HTML 2.0 standard.
Introduction to HTML documentation
This HTML document collection explains how to write good HTML documents and how to correctly use the different HTML document description elements, or tags. Includes HTML 3.0 and Netscape Extensions

World Wide Web Initiative: The Project
The World Wide Web Consortium promotes the Web by producing specifications and reference software. W3C is funded by industrial members but its products are freely available to all. The Consortium is run by MIT with INRIA acting as European host, in collaboration with CERN where the web originated.
